You need to look at more recent records of achievement by students in Texas. It took a while after we kicked Ann Richards out, but the test scores have risen dramatically under the Bush system of education. There is no more, "automatic" promotion. Students, and teachers, are tested on a regular basis to maintain quality. Admittedly, some schools, and school systems, have been caught cheating, which will cause the expense of some time to weed out the "dead wood". ~H~
