I think CSCO is already in. They are providing infrastructure in a partnership with Nokia. You didn't think Nokia figured out the infrastructure business by themselves, did ya? I've also heard Irwin Jacobs of Qualcomm support the common networking protocol approach and mention that CSCO is at least one of the driving forces behind it.
