Nothing mandates that states have a death penalty I never said there was a mandate. I only maintain that there is room for interpretation in the Constitution and that that is a good thing. I suspect that governors like Junior George would be delited if capital punishment were unconstitutional at the state level. The practice is awash in bad publicity but both parties are pushed into it so as to not appear soft on crime. TP
