Absolutely, one of the major functions of government should be to have a strong defense. That is a deterrent to having to become enmeshed in hostility. Remember when you were in school the best way to get in fights was to perceived as weak or a coward. I believe the same thing applies to a nation. Being strong precludes having to fight. Our military has gone way south under Gore and Clinton. Morale is at all time lows and good people are leaving like flies. That must change. Our military people are one of our greatest national assets.
