Taipei, Aug. 9 (Bloomberg) -- Taiwan stocks rose, led by Taiwan Semiconductor Manufacturing Co., after the government delayed plans to increase taxes on employee bonus shares in order to reassure the island's investors and electronics industry.

The TWSE Index posted its biggest gain in a month, rising 250.36, or 3.2 percent, to 8048.14. Finance Minister Shea Jia-dong said the government is postponing its plan to tax stock bonuses at their market value by three years. Uncertainty about whether the government would increase the taxes had sent the key index down as much as 7 percent since mid-July to its lowest since last December.

``It will be positive for retail investors'' who make up about 80 percent of Taiwan's daily trading, said Spencer White, head of research at Merrill Lynch Taiwan Ltd. ``At times when market sentiment is so depressed, it only takes a small sprinkling of good news to considerably improve sentiment.''
