Manufacturers and sellers have to face full responsibility for
substandard mobile phones, according to a senior official
from the China Association of Consumers,
Chinanetnews.net reported.

Recently, there have been complaints about shoddy-quality
mobile phones widely reported in the Chinese media.
Motorola, the biggest manufacturer and supplier of mobile
phones in China, has settled a case about the quality of its
products.

Manufacturers and sales agents who don't provide
consumers products with "the three guarantees" (guarantee
of repair, guarantee of replacement and guarantee of return)
would be banned from the market, said Wang Qianhu,
director of the association's Legal Affairs Department.

Refusing to exchange substandard mobile phones will be
regarded as an outright law-breaking act, Wang pointed out.

He advised consumers to file complaints or even take law
actions against mobile phone manufacturers and sales
agents, if they don't abide by their 'three guarantee'
responsibilities.
