Lizzie it doesn't matter how many shares can actually be sold- what matters is the market's fear of insider selling. Ive seen stocks get hammered for two weeks leading up to the sec 13 filings each month, then go up 10% when the deadline passes and there is no major selling revealed. It is almost predictable enough to trade it.

There doesn't have to be lots of selling; the lack of buying is what can kill the stock.
