Not necessarily so. They may want to let the Koreans debug the system first before they deploy it. Also they may have already placed on order the systems they want to install for the next year and they would have to put in a change order with their infrastructure provider to have the systems they have already ordered changed to 1XRTT. Let the Koreans prove it works first.

The entire network must be able to handle the 1x capabilities of the handsets. No sense in putting the handsets in the market if LWIN cant support the new bells and whistles implied to the customer by the handset.

In fact, that is the last thing you want to do is let your customer know all the things you can't supply! You dont see AT&T running adds commenting how much of a challenged it is to keep their overloaded system running. (I wonder if any AT&T people were at that presentation to hear the capacity gains CDMA was about to produce for its carriers - must have them crying in their beers!)
