How could a whisper be +.02 when they always beat by +.01?

When it comes to CSCO, look at revenues, not whisper number.
CSCO almost always beats estimates by a penny.

Whisper was .17.

Beating earnings by 1 cent @ 16 cents is not the same as beat an estimate of for example 65cents by one penny.

As already pointed out, they have a history of beating expectations by 1 cent. Consistency is well rewarded by wall street and that is what I expect tomorrow.

<Whisper was .17>

Where is this Whisper number coming from? Mind to provide
us the link?

FWIW, CSCO is now up 1 1/2 at 67 in afterhours.
