No there were definitely subversive aspects of being a hacker - but it was more countercultural than evil. Get the job done. Don't deal with red tape. Find workarounds and possess inventiveness. All the internet "specifications" are called RFC's (for Request for Comment). Things were changing so fast that people were proposing things as possible workarounds for all these incompatible systems.

These were "suggestions" or "requests" for feedback from the computer (mostly UNIX) community. They got incorporated frequently without the "comment".

"Crackers" were the people who were doing criminal behavior in our parlance. Then there were "Phreaks" - people who messed with the phone system.
