No, I am not saying that Democrats are per se in control. I do, though, think that if it had not been for the Contract with America mandate, it would have been harder to impose discipline on the caucus, and there would have been a greater degree of uncertainty about issues like welfare reform and deficit reduction. But yes, I am saying that the thinner the Republican hold on Congress, and the more dependent they are on the moderate to liberal members, largely from the Northeast, the more it is possible to thwart the president and leverage spending bills. A mandate for a tax cut would prevent that. I don't think it is spin, I think it is political reality........
