I was thinking more about Nixon's "Vietnamization" of the war, where he had the job of convincing the Vietnamese to replace our soldiers with theirs, and setting a timetable. Nobody else seemed to have a workable plan to extract us from the quagmire. I don't know that the bombing of Cambodia was necessary. In his mind I suppose he thought that it would give the Vietnamese more breathing room when we withdrew.
