Singapore's Straits Times Index rose 14.60 to 2059.62. Chartered Semiconductor, the world's No. 3 maker of chips to companies' design, rose 4.9 percent to S$12.90.

It's teaming up with Lucent Technologies Inc. to spend $700 million over five years to develop chips to power high-speed Internet infrastructure and handheld devices.

``I think the deal will trigger an earnings upgrade for Chartered,'' said Tan Yuh Harn, an analyst at SGY Asset Management Ltd. ``It's beneficial to Chartered and I would recommend to `accumulate' if the price stays at current levels.''
