Yes, of course: "self-determination" based upon ethnicity. That was the context. Sure local people should determine who governs them, but we have to divide it by ethnic group? How on Earth are you going to administer this? Especially for widely dispersed, but unconcentrated "ethnic groups".

For every state you name that is a product of "self-determination" by an ethnic group, I could probably name at least one (probably more) that still isn't (and never will be). In "free" countries.

Here, I'll start. Aboriginal Australians. Boers. Basques. Scots. Welsh. Irish. French Canadians. American Indians. Brazilian Aboriginals. Hawaiians. Somaoans. Maori. Pureto Ricans. The list goes on. Should they all have their own countries?
