I think it was public few months after the fact which is very possible.
as far as 1.2GHz, Jerry did promise that intel would be able to regain speed crown this year but to be honest I would like Jerry to stick with the roadmap for this quarter.
BTW I thought the announcement was about amd 64-bit plans and not about t-bird

Approx May-June of 1998...perhaps 1 month before.
I know it was running in the lab at 600 Mhz in July 1998.
And no it wasn't made public.
