Well there are two theories as to why Cisco's PE has expanded dramatically in the last two years. There's the optimists version, which says that Cisco's addressable market has gone from $50 billion to $350 billion and growing every year. So if they execute, there is substantial upside potential, which is now getting reflected in the stock.

The pessimists theory is that ubiquitous information and online trading has created market hype that is hasn't been seen since the roaring 20's. So Cisco's PE has expanded as a result.

So are you an optimist or a pessimist? You choose. As a pragmatist, I'm somewhere in the middle. :)

And why does PE "expand"?

Because the stock price has grown faster than earnings.
