I saw many boats of significant girth on the Chattahoochee.

No way, Jos&#233. Where in Atlanta were you? I'm guessing you were on Lake Lanier. That's the man-made lake created by Buford Dam. Buford Dam is one reason it would be impossible for any boat to travel the river. Frequently, when I cross the Chattahoochee, I see a person standing in the middle of it fishing, waist high in water. It's a glorified creek.

The Savannah is also dammed up in many places (e.g. Lake Hartwell). There is currently a debate over whether the Army Corps of Engineers should bust the dams. It is possible that ships travel up the Savannah a short way, but I know they don't even make it as far as Augusta.
