TALISMAN ENERGY INC. ("TLM-TDNPQX") - Provides Emergency Help to Refugees

Market News Publishing Inc.
12 August 2000

Talisman Energy Inc. is rushing critically needed medical help and supplies to as many as 40,000 people forced to flee their homes in
southern Sudan.

The refugees, seeking to escape recent fighting involving the rebel Sudan People's Liberation Army and other forces, are finding sanctuary
in Bentiu, on the southern edge of the Greater Nile Petroleum Operating Company concession. Talisman owns a 25 per cent interest in
the GNPOC development.

"We are doing our best to help deal with this most recent crisis and our presence enables us to save lives. Clearly, though, the only
long-term solution is for everyone to lay down their arms and negotiate a peace agreement," said Jim Buckee, President and Chief
Executive Officer.

Talisman has purchased medical supplies, 100 huge tents and 250 mosquito nets for protection against malaria, a major health problem in
the area.

The company has also transferred a doctor from the GNPOC community clinic at Rubkona and a medical assistant from Khartoum to
Bentiu, about 800 kilometres south of the capital. In addition, Talisman has arranged to transport 26 nurses to Bentiu from Khartoum.
The doctor and his assistant have already established a temporary clinic and conducted a basic hygiene inspection in the Bentiu area.

The company has also arranged for a number of humanitarian agencies to use the Heglig airfield, which is owned by the government of
Sudan and serves the GNPOC project, to deliver emergency food supplies. The United Nations' World Food Program has agreed to use
the field to transport about 225 tonnes of food for distribution at Bentiu.

Talisman has arranged with Heglig Construction Co, a Sudanese firm that serves the GNOP development, to transport supplies the 110
kilometres from the Heglig airstrip to Bentiu.

Talisman has also arranged with an air freight contractor to deliver shipments of supplies to Bentiu immediately and has offered space on
the flights to humanitarian agencies that require it.

A number of organizations are contributing to efforts to deal with the growing refugee problem. They include Unity State officials, the
International Committee of the Red Cross, the Sudanese Red Crescent, Rotary International, the Margarite D'Amelio Children's'
Foundation and the Sudan Council of Churches. The European Union will provide 2,500 tonnes of food for distribution in Unity State and
CARE has opened two clinics in Bentiu and nearby Rubkona.

Unity state officials estimate that another 10,000 to 15,000 refugees may seek safety in Bentiu in the days ahead.
