I suspect that the kids are currently the marginal buyers, and that when the adult market profitability is destroyed, the remaining illegal market will be decimated in size. It is unlikely that the illegal drug economic infrastructure can be supported on the kids consumption market alone.

I doubt it. The market won't be big enough to support the infrastructure needed to sustain illegal drug production. And the incentive to hook users won't be there if there is access to legal drugs. And the companies selling the legal drugs will be under intense pressure, as alcohol companies are now, to restrict sales to minors. What will probably happen is what happens with alcohol today -- leakage on a small-scale basis of legally obtained drugs from legitimate buyers to kids. Maybe some parents providing it to their kids as they now do beer, wine, etc. But just as there is no major gang activity pushing alcohol to minors, so there will not, IMO, be major gang activity pushing drugs to minors. The main source of income for much of the illegal activity in the country will disappear.
