CISCO has done exactly that: beat earnings estimates by exactly one penny for the last dozen quarters, and the Street rewards this consistency and predictability and reliability by continuing to expand the multiple. If DELL can now master this art, they will be just fine in the future.

There is a lot more than just reliably beating the numbers (which DELL has not done in any case). A big difference is that CSCO's gross margin is 64%, whereas DELL's is around 20%. Longs must hope it has stayed above 20%.
