The FBI comes in if the Secret Service determines that "it" was only a "joke."

“Enciting” someone to murder is a crime even if you claim it was "only a joke".

A threat of violence is a crime. Government is the only organization or entity that is allowed to make threats of violence.

Government has a monopoly on the use of force-look at Somalia for a reason why this should be so.
