In your opinion, is this statistic appropriate for tech stocks only, or across the board (ie across industries) ?

I'm smart enough to know I'm dumb enough that I don't attempt to understand statistical analysis. I'm reasonably certain that the basis of the stats applied to diversification across industries. I have no idea if it should be taken as literally when applying only to high-tech stocks, but my intuition tells me that it should be no different when thinking of diversifying across subectors instead of industries.
