Everyone must play, or everyone will bolt - save those with no credible IP. They will stay seeking handouts. This is Rae's dilemma. It must irritate and confuse him that he simply can't make it so - as if it were an internal European Union decision. So engrained is the parental grip of socialism. Funny, and pathetic.
