That would depend if you consider it punishment. Rape is cruel and I don't think to many people would consider it reasonable however it could be argued that it is not directly part of the punishment. I could argue either side of that debate. It probably can not be eliminated but I think governments should make a serious attempt to have better control of their prisons. The punishment is supposed to be the imprisonment, not beatings and rapes and abuse.

Personally I consider it cruel and unusual punishment to subject non violent "ciminals" to any kind of lock up at all.
And of course, Libertarians, including me, do not believe in victimless crimes: the jails would be emptied of over half their occupants if we only jailed people who truly were a danger to society.
