China Telecom tests new billing system

(9 August 2000) China Telecom recently conducted software testing on several new telecom billing systems with the participation of over 60 companies. The system developed by China Post Corp. under the China Weal Commercial Machinery Co. was the first to pass the test.

Adjustments in the telecom charging system can be made more easily with the new system. Charging by seconds rather than minutes and giving phone users printouts of local calls—changes most in demand by consumers—will be technically possible with the new system, reported the Aug. 5 edition of the Jisuanji Shijie Ribao (China Computer World).

Meng Lin, general manager of China Weal Commercial Machinery Co., said that the new telecom-charging platform is flexible. The customer-oriented design will assure that telecom fees are accurate, whether charged by minutes or by seconds.

Various fee arrangements can be implemented in the future, including higher fees for the first minute and lower for succeeding minutes, 70 percent discounts after five minutes, 90 percent after 30 minutes, or even free talk time after two hours.
