No, it is not a start. "Policies" does not and cannot refer to gun control policies only, but a broad range of social, cultural and judicial policies. The US has high gun ownership and an horrible record on crime and violence. This cannot of course be attributed to lack of gun control, though it may be a factor.

A start would be some look at the range of factors which influence the levels of violence in a society and a broad comparative study. Outside the scope of this board, I think.

The point of my original post: "The right bear arms" means "the right to serve in a militia" not "the right to own weapons". The constitution says nothing directly about gun control.
