It is true that mutations are not frequent. A mutation which gets through the various filtering processing can linger as a recessive trait for a long time within a population.

Mutations are preserved within a species as a whole. They are not present in every individual. The sum of all the traits carried around by the many members of a species adds up to a lot of variety.
