Thanks Frank,

I suppose one simple answer is that Alcatel didn't want to join yet because it currently has the biggest control of the market. The OPEN DSL initiative probably would threaten that leverage. The current members which include some big players like CSCO, TI, INTC and WSTL probably would like to see some of ALA's dominance abated.
