For the above to work your spouse will also need to restrict his/her presence in U.S. territory. The government taxes even non-resident aliens based on a continuous time of residence requirement that is not difficult to meet (I forget the exact number of consecutive days).
I have heard the same opinion about a Gore victory from others. I hope you are wrong. But then again you never know with Gore, after all he "invented the Internet".
