I think it may be a combination of factors. 60 million plus shares outstanding with not enough of it in institutional hands, means sellers show up every time the price rises.

Also, they are only beginning to monetize their assets by getting more wells into production. So far the market has been taking a wait and see approach until the risk is spread out more. International juniors trade at a discount to domestic producers because of political uncertainties too.

I think a year from now this will be a much rosier picture. There's not too many other stocks I can think of where I expect them to be 60% higher a year from now.
