I don't think anybody looking seriously at the history would think chromium was a factor. One thing that I think was a major factor influencing both Kennedy and Johnson was the fear of being perceived as "soft on communism". The legacy of McCarthy was not that far away then.

Following the money often makes sense, but not always. Pride, fear, and sheer hard-headed refusal to back down from a stand that is no longer practical to maintain can easily lead to decisions that are totally apart from any consideration of national interest or economics.
