We have to see through the smoke screen of who is lobbying for whom.
Tom Nolle is not only biased towards RBOCs but towards ALA in particular. See post Message 14177053

ALA's PON product -they had in their portfolio for quite a while- never took off. (Perhaps someone could tell us where there have been significant deployment of PON systems.) It seems they are still throwing money at it.
