No executive decision can be better than the information on which it is based.

Two of the greatest mistakes we made in the Cold War era were staffing our Intelligence services with ideologues and allowing them to get involved in covert operations. Once such a service adopts an ideological agenda and gets involved in covert activities, it has a natural incentive to distort information to further its agenda, make desired operations seem more necessary or useful, and to make existing operations look successful. In the end, its most important function - gathering accurate information - is hopelessly compromised.

If covert operations are necessary, they should be carried out by a completely different agency. Intelligence services should gather accurate information, and nothing else.
