That's ridiculous. The 16th amendment plainly allows an income tax.

"The Congress shall have power to lay and collect taxes on incomes, from whatever source derived, without apportionment among the several States, and without regard to any census or enumeration."

It is my understanding that a GRADUATED income tax is inconstitutional. Perhaps there are some constitutional scholars amongst us that may illustrate us regarding this matter.
Don Juan, don't bother. You only deal with trusts and estates.
