that is what i have been asking myself as well...i think they're actually NOT betting on a downturn per se. there has been heavy buying of stocks by NYSE members for an unprecedented stretch of 13 weeks in a row (only recently interrupted by a little selling). so the big commercials short position in the spoos may merely represent a hedge against their huge long position in stocks.
what is more amazing is how the small traders on the other side of that trade can be so right...that's what's truly unusual.

looking at the big rallies in utilities, brokers, insurance stocks, drugs, etc, essentially all the rate sensitive stocks, one must assume that the rally has quite a bit to go...
