I'm quite sure it is. DDI/IDO are only 2 of the players rolling up under KDDI, although the largest. I believe the actual total is 6 separate networks, none with a national footprint. As it stands now, DoCoMo is the only carrier with a national footprint, not exactly a competitive landscape.

Yes, DDI/IDO have inter-carrier "roaming" agreements for sure - I've used Tokyo (IDO) area phones in the Kansai region (DDI) - didn't have to dial any special roamer activation codes either!
