If you lower the marginal tax rate low enough, you don't need a lower cap gains rate. The 1986 tax law set both to the same marginal rate. The previous law had long-term gains at 50 percent of the marginal rate. A sales tax would also capture taxes that aren't paid by companies with no or low taxable net income but positive cash flow.
