In my community they want vouchers exclusively for those who wish not to use the public school system. Not for all.

And surely the private schools would just up tuition to keep the vouchers from really having the intended effect. The whole voucher sysytem has been conceived and designed in concept by those who wish to offset their chosen costs of private school.

How about just Charter schools? No tuitition, but privately run, with the same budget a state school has.
