How does someone decide what to charge a licensee? There are some fairly standard rules of thumb, based on what the patent holder thinks the traffic will bear. A 50% reduction in royalties should go to existing licensees, while gradually reducing that reduction to 0 over the next three years for companies not yet licensed. This gives additional incentives to drop inferior technology and compete using the system with the preferred features.
