It seems that the Libyan government has brokered a deal for the release of the Abu Sayyaf hostages. $25 million is to be paid, but they say that it will be financing for livelihood projects, not ransom. I expect that the primary beneficiaries will be the arms dealers, but I don't suppose it's the first chunk of "development aid" to go that route.

Hardly a disincentive to further kidnappings.
