Yes- that is one of the reasons we have welfare. Because "we" don't like to see starving children and people begging. You can see that in countries without safety nets.

The people who "abuse" the safety nets are a small proportion of the whole and are VERY disadvantaged people. To get them OFF the safety nets (humanely) requires real effort and creativity. These very disadvantaged people DO think they are entitled- because they are ignorant and uneducated and they do NOT understand anything, except that they are entitled. You can get angry at them, for being that way, but it doesn't make them employable. To make them employable requires education and job opportunities in their communities, as well as support services. Whether you approve or not, that is probably what is required to lift the chronic welfare recipients out of their rut.
