The scam artists are a very small minority.

I've seen a lot of the really disadvantaged, living near Oakland. My best friened in law school worked for the Oakland legal aid office in Fruitvale. I cannot adequately describe to you some of the living conditions in Oakland. The people who want to raise up their children well are at a tremendous disadvantage. The people who are "lost" are such hopeless cases, as a result of their upbringings, that I cannot find it in myself to blame them- unless they strike out by doing physical harm to others. I DO blame people for that. But for simply being human detritus, for giving up to self destruction and dependency in the face of such a discouraging and bleak prospect, I cannot blame that.

It's easy to blame the few obvious scam artists- I remember when Reagan did that. It's a shell game though- the scam artists are not the real problem. The real problem is not simple.
