Remember the 1996 campaign when Dole and Kemp campaigned for a 15% tax cut. Fortunately, we did not get a tax cut and four years later we have a real surplus. If Dole and Kemp's proposal had become law, we would not have a surplus today. Now, Bush wants to eliminate the surplus with a huge tax cut. Apparently Bush and the Republicans do not like budget surpluses. If the Dole/Kemp tax cut had taken place, interest rates would have been higher. There would have been less money available for investment in information technology.
