I agree with you but it appears that they are making the choice to defer tech expenses in favor of a rapid increase in new subscribers.

It is a disservice, but then so is the do it yourself free install because of the same tech problems. Still they may be able to gain subscribers at a much greater rate.

It is critical, and I'm talking from my own experience of installing, that at every accessible point in the drop new equipment must be installed regardless of appearances of core and sheath or readings from scanners.

As I have previously documented, this is exactly what the AT&T field tech did at my installation. The tech didn't even bother to check the existng wiring; from the PC to the pole everything was installed new.
