You mean that the 700,000 people living in San Francisco are responsible for smog for the several million people in the East Bay? Or, are you talking about all those oil refineries in downtown SF, the Presidio, and the Mission district?

I would think the air is so turbulent in and around SF that the pollution generated would be whipped out to sea as much as anywhere else. Fremont sits is a corridor south of Oakland, San Leandro and Hayward. I'd bet those cities feed Fremont most of the smog it doesn't generate by itself.
