On Nov. 5 1996, 95.8 million Americans found their way to the polls to vote for the next president of the United States, a figure 8 million people fewer than in November 1992. Thus continued a much-discussed trend in American politics: the proliferation of the non-voter. For the first time in more than 70 years, less than half the eligible electorate voted in a presidential election.
In the 1998 congressional elections, that trend continued -- with just 36.4% of the electorate voting, down from 38.78 in 1994 (the previous off-year congressional election.) And all signs point to an even smaller voting population come November 2000.
