Yes, and we should have job ratings of "excellent", "good", "average", "needs improvement", and "fire this SOB".

The catch should be that managers have to make 97% of their rating either "excellent" or "good". Only in certain circumstances can you use the other ratings. Like after an employee goes through a miserable stint of drug abuse and gets found lying in the corner naked with a crack pipe, then you can apply the "fire this SOB" rating. (kind of like downgrading at Internet stock to strong sell at $2 when it was at $100 with a strong buy a few months ago)

Not Just Job Performance... Investment Return As Well

Then, since I was expected to loose half my capital but I only lost one quarter of it, I could get a 200% percent return because I did twice as well as expected.
