May be something like most cars having an engine that will take it to 100 mph, but the car sits turned off most of the time.

In the real world, the companies that bother with things like making profit are staffed / have equipment to somehow make it through the peak, causing only a reasonable level of annoyance to their customers.

Does the news stand at the train station have 50 Pakistani sales people ready for the rush hour? Probably not.
Do sports arenas have 20,000 toilets to be able to handle the peak? probably not.

I personally would not mind 30 second delay after I hit "submit" at the end of my on-line order. Especially if the laws of economics worked in the online ordering, meaning if I was asked to pay 100% surcharge for 1 second delay vs. 30 second delay.
