Hands....I wild guess.

Try ctrl-alt-delete....I think this might work in safe mode???.....press them at the same time....if the close program window comes up, highlight (click on) the program that seems to running in your task bar (if you can identify it) and hit end task.

This may be the blind leading the blind :)

HandsOn, I shut my pc off with minimized open programs on the toolbar all the time. But try this: hit ctr-alt-del
[all at the same time]. A box appears showing all open programs. You will be able to tell which are browser windows. Highlight the line showing browser window and hit 'end task'. Wait. The task should be gone next time you hit ctrl-alt-del.
