Yes, it does. It changes the responsibility because the expense of fixing the problem quite often is far greater than living with the problem; and expenses and profits are the heart and soul of a business. Why spend $5000 to fix a $500 problem. Do you really think that managers don't get chewed out for overspending. Sure a project may have a temporary setback, but the bottom line is, put up with it, deal with it because it costs too much to fix it.
